I think the club is actually open for all the countries.
You can find it under the 'Sponsored Clubs' section.

To get the jacket, you will need the manual proxy.

Once you have set up the proxy, click HERE.
It might not work the first time you click on the link, but if you refresh the page it will work.
A Camp Rock 2 page like the one above will appear.
Answer the questions and click on 'Presentare'

When you're done, turn off the proxy and go to Stardoll as usual (:
